Okay, maybe it isn’t time to go all Bill O’Reilly on CNN Money, but really? A list of the best 100 small cities in the United States doesn’t include any in Montana?
Idaho Falls, Idaho? Fort Collins, Colorado?
On further thought, I’m fine with the list. I’m fairly sure I don’t want someone who’d rather live in Fort Collins than Montana here anyway.

It is hard, because in my opinion, "wanting to live there" and "small cities" are generally mutually exclusive.
